2020 2021 IAABO International Handbook
We trust all are healthy and looking forward to a safe return to the court sooner than later.
To ensure completeness and accuracy, the IAABO Handbook will go to the publisher the first week in October and turned around to be in the hands of officials mid- November with the possibility of earlier. Timeliness is factored in that officials will have the handbook as a reference for final 4 weeks of the National exam period and before competitive play is presently targeted to return.
Although FIBA released rule changes for 2020-21 several months ago, the first draft of the Interpretations is scheduled to be released in the second half of September. The rules and interpretations come into effect Oct 1st and the last several sets of Interpretations went through multiple revisions from first draft until the final version. The decision is to wait for the finalized version on October 1st rather than go to print with the draft release.
The Canadian Points of Emphasis and Uniform Regulations were published last week of September last year. Though this year's release date has not yet been finalized it is expected in the same timeframe.
The National Exam period is expected to be similar to last year as well, end of October to Dec 15th. Waiting for the finalization of the Interpretations means the most up-to-date version is in the Handbook making it a complete and accurate reference for writing the exam.
The return to play situation in Ontario is that Ontario basketball (club ball U10 - U 19) which normally runs October to June has announced they will not start their competitive leagues until January. This also includes OSBA. Colleges and Universities have announced the same. OFSAA is presently working on multi-return to play scenarios. Although we are waiting for official confirmation, the prevalent 'feeling' and logic is that high school basketball won't be running this Fall.
We are looking forward to providing you the 2020-21 IAABO Handbook with the most up-to-date information and in a timely manner to allow use as an exam reference and before the expected return to the court.

International Rules Exam
1. A1 has an alternating possession throw-in with 5:25 in the first quarter. B3 holds A3 off the ball. Team A is not in the bonus. Team A will receive the ball at the spot of the infraction and Team A will retain the AP Arrow. T-F

2. A1 while the holding the ball loses his or her balance and falls to the floor. The following are True statements:
A. A1 falling to the floor is legal.
B. If A1 is lying on the floor, he/she may stand up without violating.
 
3. A1 is in the act of shooting a “2” point field goal. B1 fouls A1 and the foul causes A1 to travel.  A1 continues their try and scores on the play.  The following are True statements:
A. A1 will be awarded “2” shots.
B. The basket will not count.
C. The foul is cancelled and only the traveling violation should be penalized.
D. B&C.
E. A & B
 
4. A1 embraces A2 and lifts them up under the opponent’s basket.  A3 passes the ball to A2 who dunks the ball. Team A shall be penalized with a technical foul. T-F

5. A1 and B1 in the air have their hands firmly on the ball. After returning to the playing court, A1 lands with 1 foot on the boundary line. The center official rules an out of bounds violation. T-F
